How this is measured
Every five minutes, from outside our own servers, we send a page through the relay the way your Shorthop does, and check that Watch answers. The page is a silent test that no one sees. It proves the relay and the push service accept pages; it does not include Apple's and Google's own delivery to the phone.
Your Shorthop itself runs on your own servers, so its status is yours to watch. Machine-readable status.
